The Meninya Street Precinct Project is one of Murray River Council’s largest projects that will transform Moama into a vibrant precinct of social and economic activity.
Reshaping Meninya Street from a transport thoroughfare into a innovative and sustainable precinct, this project intends to position Moama as a key tourist destination through place-making to compliment surrounding markets.
Strategically investing in infrastructure, parks and open spaces and surrounding points of interest, Council aims to create a 'sense of place' and support high intensity developments including multi-level and multi-function spaces for business and the community to thrive.
Delivered in a staged approach, the multi-year project will enhance not only Meninya Street, but the surrounding precinct to create stronger connections to points of interest including the Horseshoe Lagoon, Moama Beach and the surrounding natural environment.

Murray River Council recently sought expressions of interest from those living and working in the Echuca Moama Region to join the Meninya Street Precinct Project Advisory Committee. Council received over 30 responses and expressions of interest have now closed.
Responses received are now in the process of being reviewed by Council to select successful applicants to form the Committee. It is expected that the Advisory Committee will commence operations March 2022.

Council is calling expressions of interest from the community and businesses to be involved in an Advisory Committee established for the Making Moama Project and Meninya Street Upgrade.
Feb 22' - Advisory Committee Establishment
Meninya St Upgrade has finished this stage
Murray River Council will review expressions of interest and appoint committee members to act as a Section 355 Advisory Committee for the Making Moama Project.
Mar 22' - Concept Plan Development
Meninya St Upgrade has finished this stage
Council will commence the development of Concept Plans utilising input and direction from the established Advisory Committee. Concept Plans once in draft stage, will be socialised for input from the Community and Businesses before being finalised.

3D Flythrough Development - Completed

Completion of 3-D Video Animation showcasing a virtual fly through experience. Once completed, the product will be subject to 28 days public consultation.

March - Review of Consultation Feedback and Identify Revisions to Designs
Meninya St Upgrade has finished this stage
Following the completion of public consultation, the Project Team reviewed the detailed feedback received and identified revisions to the proposed designs. Revisions were primarily focused on car parking and geometric design of the road reserve. Revisions will be included into the final civil design, referred to as the detailed design phase. The civil design once completed will be used for final cost estimation, funding application, procurement and construction in a staged approach.
May 23' - August 23' - Procurement for Civil Design
Meninya St Upgrade is currently at this stage
Complete procurement process to appoint a suitable contractor to manage and complete the Civil Design process including any supporting investigations including Service Location, Surveying and Electrical Network Designs.
September 23' - Civil Design
this is an upcoming stage for Meninya St Upgrade
Commence Civil Design for Meninya Street Project and supporting investigations.
The Civil Design scope of works will include:
Road, intersections and medians
Kerbs, gutters and channels
Footpaths and shared user paths
Lighting
Water (filtered/raw), storm water and sewerage networks
Electrical Network Design
Street furniture and landscaping
Car parking and line marking
Geotechnical Investigations
Service Location
Timing To Be Determined - Shovel Ready Status
this is an upcoming stage for Meninya St Upgrade
Following the completion of the Civil Designs, the Project will be considered Shovel Ready enabling Murray River Council to undertake funding applications to commence construction once successful.
