MRC Community Strategic Plan (CSP) 2022-2032

The Community Strategic Plan (CSP) is our 10- year plan that outlines the community’s aspirations and long-term vision and goals for Murray River Council.

The plan becomes our blue-print for both short-term projects and a longer-term program of works to be delivered across our Local Government Area.

In conjunction with the CSP we will also create a 4-year Delivery Plan and the 1-year Operational Plans.


2022-2032 Community Strategic Plan has been adopted

At the April 2022 Council meeting the CSP was adopted after its 28-day public display. The draft CSP received 4 comments or suggestions most confirmed the direction of the CSP. Additional suggestions or comments were considered and actioned within the CSP or the Four-Year Delivery Program.




Draft Community Strategic Plan now on closed

At the Council meeting on 22 March 2022, it was resolved to place on public display the draft 2022-2032 Community Strategic Plan.

Over the next 28 days you, our community, will have the opportunity to review and provide feedback on the plan, after which time we will review the comments and provide a finalised version of the CSP.

The draft CSP is available in the Documents tab and comments can be provided via the Ideas tool below. Alternatively comments and feedback can be submitted via email to csp@murrayriver.nsw.gov.au




Thanks for your ideas

A big thank you to those who attended our Community Strategic Plan workshops in February.

We had over 200 people turn up to the sessions and collected 1017 ideas! This ranged from the very easily addressed to the big picture suggestions; and every idea is welcome and valid.

Thanks to those who also submitted ideas via our Your Say platform, email, letter or in person. These avenues also provided us with hundreds of suggestions and we have loved hearing from you!


We are now working to collate all of the ideas and suggestions to form projects and programs of works. We will then assess the ideas to determine capability against budgets, government frameworks and grant opportunities.

  • CSP has been adopted

    At the April 2022 Council meeting the CSP 2022-23 was adopted. This allows us to continue developing the Delivery Program and Operational Plan in time for the June30 Deadline.

  • Draft CSP is live for review and feedback

    The draft CSP is now available for review and feedback from our community.

    Feedback is welcome until 19 April 2022, after which time we will review the comments and update the final CSP.

  • What is going to happen with all the data?

    All data submitted, will now be collated together to form projects and programs of works. These suggestions will then be assessed to determine capability against budgets, government frameworks and grant opportunities. From there we will submit suggestions to Councillors for recommendation and adoption into the 4-year Delivery Program and Yearly Operational Plans.

    All projects and programs of works that do not make it into the current Delivery Program will be placed in the ‘Parking Lot’ - MRC’s project and programs of work holding location - for future review. The ‘Parking Lot’ will be published via Council’s website during August / September 2022.

  • Roadshow is happening now

    Councillors, Directors and Council Managers will be 'on the road' this week hosting Community and Business Based 'Pop-In' Sessions where they will be seeking feedback, ideas and suggestions for any and all projects or programs of works to be undertaken across the local government area.

    No idea is too big, too small or too far left field to be submitted at this time.

    Staff will be available at all 'Pop-In' sessions to answer questions you may have.

    Once consultation closes on 27 Feb 2022, all ideas will be assessed against criteria such as legislative requirements, technological advancements and budget restrictions. From there projects and programs of works suggested by community and business members, which meet the criteria, will be further assessed and placed into the Operational Plan. All other projects and programs of works will be placed in the 'parking lot', our holding location for all community suggestions.

    At the beginning of the planning process for subsequent Operational Plans, the 'parking lot' will be reviewed for any projects or programs of works which may be available for implementation.

  • Reviewed Themes and Goals

    At the January Council meeting, Councillors reviewed the 7 Themes and their related Goals and endorsed the Community Engagement Program.

  • CSP Roadshow 6-12 Feb 2022

    Council representatives will be on the road during the week 6-12 February, stopping at various locations to host 'pop-in' sessions. These sessions are designed to give community members an opportunity to provide ideas and suggestions for projects and programs of works that they would like to see undertaken in the upcoming CSP period.

    We will have multiple business units represented at each 'pop-in' location so please feel free to come along, give us your ideas or have a chat with us.

  • What we have done to date

    Prior to undertaking engagement with our wider community, Council leaders undertook a review of the existing CSP and compared it against our Organisational Structure. We found the existing CSP did not neatly align with Council's structure and we resolved to redo the plan; taking into account the community engagement previously undertaken, previously suggested projects and programs of works and emerging issues which are currently being identified.

    Two internal workshops were hosted by Council during November and December 2021. At these workshop the MRC Leadership Team, Executives and Councillors worked to identify, define and develop the Themes and Goals for the 2023-32 CSP.

    The workshopped ideas have been presented to the incoming Councillors.
