On Friday 25 March 2022, this planning proposed was adopted and published onto the NSW Legislation website. The land has been reclassified from 'Community land' to 'Operational land'.

Public Hearing Report available!

14 February 2022

On Friday 11 February 2022, we received a copy of the Public Hearing Report produced by the independent facilitator of the Public Hearing. We have made a copy of the report available in the 'Key Documents' tab to your right, and have also uploaded it to Council's website. It will also feature in the Agenda for the Council meeting being held on Tuesday 22 February 2022. To view a hard copy of the report, please pop in to Council's Barham office and speak with one of our customer service team (a copy of the report has been placed at the Counter for inspection).

Public Hearing update!

31 JANUARY 2022

The Public Hearing for the reclassification of the land known as Lot 1 DP1267277 Gonn Road Barham, is only 3 days away!

As per NSW Public Health Orders, the following restrictions apply to the Public Hearing this Thursday 3rd February 2022:

  • Masks required to be worn indoors unless you have an exemption
  • Check-in via the QR Code or manual sign in sheet
  • Physical distancing of at least 1.5 metres from other people.

A reminder that if you are interested in attending you do not need to register, however if you would like the opportunity to formally present at the Hearing you will need to register by 4pm Wednesday 2nd February 2022 by using the tool below, calling Council on 1300 087 004 or sending an email to admin@murrayriver.nsw.gov.au requesting to be registered to speak at the Hearing.

The public consultation period for the planning proposal has now concluded. Thank you to all those who have shared their thoughts with us.

The next step is to hold a Public Hearing to continue the conversation about the reclassification of the community land associated with this planning proposal. We will be holding the Hearing on Thursday 3rd February 2022 at 6pm in the Barham Riverside Reception Centre (15 Murray Street, Barham). This forum will be chaired by an independent facilitator who is not associated with or employed by Council. This is an opportunity for you to share your feedback specifically on the reclassification of Lot 1 DP1267277, Gonn Road, Barham, with someone external to Council. The facilitator will seek your thoughts at the forum and then complete a report with their findings. Their report will then be submitted to Council, and we will make that report available to the community within 4 days of receiving it.

All information regarding this proposal is available in the Key Documents menu to your right and we have also compiled an 'Public Hearing Pack' to provide some background on the role of a Public Hearing.

Participating in the forum

At this stage, Council do not anticipate registration will be required to attend the Hearing, however this is subject to change dependent on NSW Public Health Orders.

All attendees will be encouraged to participate however if you would like to secure a formal opportunity to present at the Hearing, that option is available to you via the registration process outlined below. Registering to speak with also help our facilitator know who is speaking for reporting purposes. To ensure everyone has ample opportunity to share their thoughts, each person will be provided with a few minutes to summarise their key ideas about the reclassification.

To register to present at the Hearing , please use the tool below, call Council on 1300 087 004, or send an email to admin@murrayriver.nsw.gov.au requesting to be registered to address the Public Hearing. Registrations for presenting at the Hearing will be open until 4pm Wednesday 2nd February 2022.

Planning Proposal for future Barham Micro-Abattoir

The Council-owned site at Lot 1 DP 1267277 Gonn Road Barham has been identified for the development of a new micro-abattoir. This project has been discussed for nearly two years, with Council purchasing the land and taking on the role of Project Manager for funding and grant applications from the operators Murray Plains Meat Cooperative.

To facilitate this exciting project, Council has prepared a Planning Proposal which seeks reclassification of the land from ‘community land’ to ‘operational land . This Council owned community land is 4 hectares in area and located approximately 4 km north of the Barham town centre. If approved, the planning proposal will achieve the following:

  • Utilise the provisions of Clause 5.2 of the Wakool Local Environmental Plan 2013 (LEP) to reclassify Lot 1 DP1267277 from ‘community land’ to ‘operational land’.
  • Amend Schedule 4, Part 1 of the Wakool LEP to include Lot 1 DP126277

Council is required to undertake a number of formal processes, which have been detailed in the Planning Proposal. All the documents and information associated with the Proposal are available in the 'key documents' panel to your right.

You will see that no designs for the new micro-abattoir have been included in the Planning Proposal, as they do not form part of this process. This aspect of the project was assessed under the deferred commencement development consent issued on 26 August 2021 for a "Livestock processing industry (Abattoir with processing/slaughtering capacity of 723 tonnes live weight of animals per year) and subject to its own public exhibition process.
