Moulamein Masterplan

To support the community’s vision for the township of Moulamein, we are developing a Moulamein Master Plan and Community Action Plan.

The Plans will offer clear strategic direction for the Council and the community to drive future development in the town focusing on streetscapes, infrastructure and tourism.

The Moulamein Master Plan and Community Action Plan will detail a staged, costed, and considered list of projects to be completed (when funding opportunities arise) according to community preferences.




Project Update February 2026

We have now completed Phase 1 of the Moulamein Master Plan and Community Action Plan.

During this phase, the Community has provided some amazing feedback and suggestions and we thank everyone for their participation. A summary document has now been developed and is available on the documents tab on this page.


We are now heading into Phase 2 of the Community Engagement where we are seeking feedback from community member to

  • Confirm whether we accurately captured what you told us
  • Help prioritise actions so projects can be planned, funded and delivered over time.


A new survey is available on this page and the team from Tomkinson will be visiting Moulamein in the coming month to capture direct feedback.



Background

Earlier in 2025, Council engaged Tomkinson - an independent consultancy appointed through a competitive tender process - to support staff in developing the Moulamein Master Plan and Community Action Plan.

These Plans are designed to guide Moulamein’s future development in a way that supports sustainable and orderly growth, while ensuring continued access to essential services, infrastructure, employment opportunities and quality open spaces.

They will reflect the town’s unique character, respond to community needs, and identify both opportunities and challenges, including future funding requirements. Importantly, the Plans aim to protect what matters most to the people of Moulamein, enhance liveability and enable the town to thrive over the next 20 years.

The project will focus on several key themes, including:

  • Housing
  • Business and Economy
  • Environment and Heritage
  • Urban Design
  • Movement and Access
  • Community and Cultural Infrastructure, and
  • A community prioritised list of projects for potential investment

The project commenced in June 2025 and will conclude around August 2026.


🙋 Who is helping us develop the plans?

Council staff and our consultants, Tomkinson Pty Ltd, will work closely with the wider Moulamein community, the Moulamein Community Development Incorporated Group (MCD Inc), and a dedicated steering committee (established through an Expression of Interest process in mid-2025) to develop the plans.

Tomkinson Pty Ltd will provide extensive community engagement for the project. This will be undertaken both face-to-face and online.

Tomkinson Pty Ltd will also be working with various State Government Departments to ensure the plan progresses.


Planned outcomes

The Masterplan and Community Action Plan will set clear goals for how Moulamein should grow and develop, along with a list of priority projects for future investment, such as streetscape upgrades along Morago Street.

These Plans will give both Council and the community greater certainty and direction when it comes to planning for land use and infrastructure over the next 20 years.

Based on community feedback, the Masterplan and Community Action Plan may focus on the following areas:

  • An understanding of community views and needs:
    - We're finding out what locals think and what they need to make the town better.
  • Activation of Moulamein’s main street (Morago Street):
    - The main street will be upgraded to look nicer and work better for everyone.
  • Integration of interfaces with surrounding areas:
    - Shops and buildings will be designed to match the look and feel of the town.
  • Improving the connections within the town:
    - We'll improve how different parts of the town link together making it easier to walk, drive, or ride around.
  • Exploring and identifying areas suitable for urban design improvements:
    - We're looking for places that could be made more attractive or useful through better design.
  • Establishing a Civic Precinct to act as a catalyst for change and investment:
    - An area to bring people together and encourage new businesses and investment.
  • Investigating key development sites:
    - We're checking out key spots in town that could be developed in the future.

The Master Plan and Community Action Plan will also refer to and build upon the Local Housing Strategy review, currently being undertaken by HillPDA (anticipated for adoption in mid 2026).
