Moulamein Masterplan

To support the community’s vision for the township of Moulamein, we have developed a Moulamein Master Plan and Community Action Plan.

The Plans offer clear strategic direction for the Council and the community to drive future development in the town focusing on streetscapes, infrastructure and tourism.

The Moulamein Master Plan and Community Action Plan detail a staged, costed, and considered list of projects to be completed (when funding opportunities arise) according to community preferences.

Background

Earlier in 2025, Council engaged Tomkinson - an independent consultancy appointed through a competitive tender process - to support staff in developing the Moulamein Master Plan and Community Action Plan.

These Plans are designed to guide Moulamein’s future development in a way that supports sustainable and orderly growth, while ensuring continued access to essential services, infrastructure, employment opportunities and quality open spaces.

They will reflect the town’s unique character, respond to community needs, and identify both opportunities and challenges, including future funding requirements. Importantly, the Plans aim to protect what matters most to the people of Moulamein, enhance liveability and enable the town to thrive over the next 20 years.

The project will focus on several key themes, including:

• Housing
• Business and Economy
• Environment and Heritage
• Urban Design
• Movement and Access
• Community and Cultural Infrastructure, and
• A community prioritised list of projects for potential investment

🙋 Who has helped us develop the plans?

Council staff and our consultants, Tomkinson Pty Ltd, have worked closely with the wider Moulamein community, the Moulamein Community Development Incorporated Group (MCD Inc), and a dedicated steering committee (established through an Expression of Interest process in mid-2025) to develop the plans.

Tomkinson Pty Ltd provided extensive community engagement through an online survey, community catch-up, township walkthrough, future visioning workshop and consultation with Moulamein Public School students.

Tomkinson Pty Ltd also worked with various State Government Departments to ensure the plan progresses.

Planned outcomes

The Masterplan and Community Action Plan sets clear goals for how Moulamein should grow and develop, along with a list of priority projects for future investment, such as streetscape upgrades along Morago Street.

These Plans will give both Council and the community greater certainty and direction when it comes to planning for land use and infrastructure over the next 20 years.

The latest update - August 2026

Council has adopted the Moulamein Master Plan and Community Action Plan, providing a 20-year roadmap for the township’s future.

Developed with extensive community input, the plans identify priorities for housing, infrastructure, public spaces, heritage, local business and economic development. Thank you to everyone who has been involved and offered feedback!

The adoption of the plans is an important first step, with the focus now turning to progressing priority actions as opportunities and funding become available.

These plans give us a strong foundation to advocate for Moulamein and to make sure future investment is targeted towards projects that will have a meaningful benefit for the community.

The vision has been developed with the community, and now we have a clear pathway to work towards it.
