Draft Development Contribution Plan

Council has endorsed a new draft Development Contribution Plan and is now inviting community feedback.

The draft Plan proposes a simpler, fairer and more transparent approach to calculating development contributions across the municipality. The updated framework is designed to ensure infrastructure and community services keep pace with growth while making contribution requirements easier to understand.

The current Development Contribution Plan has been in place for more than 10 years and is recognised as being complex and difficult to interpret, particularly given the significant growth and development pressures experienced across the region.

The proposed draft Plan introduces a clearer method for determining developer contributions by moving to a fixed levy model, where contributions are calculated as a percentage of the total development cost rather than through complex individual calculations.
