Murray River Council is seeking proposals for the future purchase and redevelopment of the former Murray Shire Office site* located at 6 Meninya Street, Moama.

This is a highly prominent site at the gateway to Moama, and Council is looking to attract a high-quality development that delivers strong community, economic and visitor outcomes for the region.

*The opportunity relates to a vacant site, with the old office building scheduled for demolition.


About the opportunity

Council is inviting developers and investors to participate in a two-stage Expression of Interest (EOI) and Request for Proposal (RFP) process.

The process has been designed to be:

Council is seeking proposals that are:

  • High-quality and well-designed
  • Distinctive and suited to the location
  • Capable of delivering long-term benefits for Moama and the region.


How the process works

Stage 1 – Expression of Interest (EOI)

  • Respondents submit a high-level proposal outlining:
    • Their experience and capability
    • A concept for the site
    • Expected community and economic benefits
    • Financial capacity.
  • EOIs will be assessed to shortlist a small number of respondents to proceed to Stage 2.


Stage 2 – Request for Proposal (RFP)

  • Shortlisted respondents will be invited to submit a detailed development proposal, including a price offer.
  • Proposals will be assessed against clear criteria, including:
    • Design quality
    • Economic and tourism impact
    • Community benefit
    • Deliverability.

    Assessment Criteria

    Criterion 1 (30%) – Demonstrated Experience and Capability

    Demonstrate your experience delivering at least one comparable project (commercial, mixed‑use, hospitality, accommodation or similar) and identify the delivery team/resources relevant to this proposal.

    Response (recommended max 2 pages).

    Minimum evidence to attach:

    • Two project examples (each including: location, year, approximate value, type of development, and your role).
    • Key personnel summary (names, roles and relevant experience).


    Criterion 2 (25%) – Vision and Concept – Level of Alignment to Site Objectives

    State intended land uses and outline your concept‑level vision. Explain how your concept aligns with Council’s Site Objectives and community aspirations for the Site (high level only).

    Response (recommended max 2 pages).

    Minimum evidence to attach:

    • Vision statement (what you propose and why).
    • Concept sketch/diagram or other concept material (if available).
    • Short mapping of your concept to the Site Objectives (high level).


    Criterion 3 (25%) – Community and Economic Benefit Potential (High Level)

    Describe the likely scale of community and economic benefits if the proposal is delivered. Use indicative and measurable terms where possible (e.g., jobs, activation, visitation outcomes) and include any key assumptions.

    Response (recommended max 2 pages).

    Minimum evidence to attach:

    • High‑level benefit statement with indicative quantified outputs (where possible).
    • Local engagement intent (e.g., local procurement, local employment, partnerships).


    Criterion 4 (20%) – Financial Capacity and Credibility

    Demonstrate your capacity to fund land acquisition (if applicable) and deliver a project of appropriate scale and ambition.

    Response (recommended max 1–2 pages).

    Minimum evidence to attach (provide at least ONE):

    • Proof of funds, or
    • Letter of support from a financier, or
    • Audited financial statements (or equivalent), or
    • Parent company support/guarantee statement.
